In order to win the battle of pollution prevention and control, environmental monitoring data are very important. Accurate and true environmental monitoring data are the basic basis for objective evaluation of environmental quality, reflecting the effectiveness of pollution control, and implementing environmental management and decision-making. It can delay the decision-making of environmental management and the speed of environmental quality improvement.

Recently, the Ministry of Ecological Environment issued the "Three-year Plan of Action for the Supervision and Inspection of the Quality of Ecological Environment Monitoring (2018-2020)", which will take three years to carry out a comprehensive inspection of the data quality of ecological environment monitoring institutions, the quality of self-monitoring data of pollutant discharge units and the quality of operation and maintenance of environmental automatic monitoring. The action goal is to basically form a sound responsibility system for the quality assurance of ecological environmental monitoring data by 2020, and ensure that the monitoring data are true, accurate and objective.

Among them, on the special inspection of the data quality of the eco-environmental monitoring institutions, the Ministry of Ecological Environment will randomly check about 200 eco-environmental monitoring institutions every year, including 20-40 monitoring institutions affiliated to the eco-environmental departments at the provincial, municipal and county levels; on the special inspection of the data quality of the sewage discharge units, Beijing, Tianjin, Hebei and the surrounding areas Paper making, thermal power, cement, iron and steel, coking, chemical industry and urban sewage treatment will be the key points in the districts, Yangtze River Delta, Fenwei Plain, etc. About 10% of the national control, provincial control and urban control points or sections will be randomly selected each year for the special inspection of the quality of environmental automatic monitoring operation and maintenance, with a total of about 150 environmental air stations or about 20 sections. 0 surface water sections.

In terms of time arrangement, the operation and maintenance quality of 10 provinces (autonomous regions and municipalities), key pollutant discharge units in the Yangtze River Economic Zone and 10% of the national air automatic monitoring stations will be checked in 2018, and the ecological environmental monitoring institutions in 10 provinces (autonomous regions and municipalities), key pollutant discharge units in the Fenwei Plain and the whole country will be checked in 2019. In 2020, the remaining 11 provinces (autonomous regions and municipalities) and key pollutant discharge units in Beijing, Tianjin, Hebei and surrounding areas will be inspected.
